Find the God of War Ragnarok save you are looking to transfer, select, and download. Then, go to "Saved Data (PS4)" and select "Cloud Storage". When on the PS5 menu, go into the PlayStation Plus section, go to the top right "More" menu (shown by the three dots), and select "Cloud Storage". Among those options on the drop-down menu, interact with the option that says "Upload/Download Saved Data", then select and upload the save file of your choosing.
